Oboe Reed #14 is an advanced reed that makes up for its relatively smaller tip opening amongst its lower neighbors (medium+) with the built-in resistance in the scrape. These reeds are ideal for those with a lot of air speed behind their sound, but with a lighter, more mobile embouchure.
